Asphalt and Concrete Paving in Pleasant Hill

Rich's Paving offers asphalt paving in Pleasant Hill, CA, for home driveways and commercial parking lots. Contra Costa is one of the five counties we work in, and we travel here from our Petaluma yard. In a straight line, the city is about 36 miles to the southeast. Since 1988 we have paved Sonoma County, and the family paving company is now in its third generation. Each job starts with a site visit, and the estimate comes to you in writing.

Pleasant Hill covers about 7 square miles and is home to about 34,000 people, per Census figures. The City's 2015 Housing Element lists Gregory Gardens, Sherman Acres, Poet's Corner, College Park and Fair Oaks as older neighborhoods. A driveway at an older home can still be sitting on the base laid when the house was built. Our asphalt driveway paving checks that base and the drainage before any new asphalt goes down. We also pave parking lots and keep them up for HOAs and businesses.

What does an older Pleasant Hill driveway need before new asphalt?

Census data gives Pleasant Hill homes a median year built of 1972. Nearly half of the city's homes were built before 1970. The 1950s were the biggest decade, at about one in four homes, and the 1980s about one in five. The City's 2015 Housing Element says homes built before 1970 are more likely to need rehabilitation. Driveways can vary just as widely in age, so the right fix changes from house to house.

Before we price new asphalt, we check the base under the old surface and where the water runs. If the base is sound and the cracks are on top, an overlay may be enough. Our asphalt resurfacing lays a new layer over the old one after the failed spots are repaired. If the base has gone soft, the old asphalt comes out and the base gets rebuilt. Then our paving machine spreads the new asphalt, and steel rollers compact it while it is still hot.

Parking lots, HOA lots and City encroachment permits

Shared pavement wears differently than a single driveway. HOA lots at townhomes and condos take daily traffic, and parked cars drip oil on the same spots. Business lots add delivery trucks and tight turns all day. Our parking lot paving covers new lots and overlays, and we can phase the work so people keep access. After repairs, sealcoating for parking lots slows sun fading, and we restripe the stalls once it cures.

The City of Pleasant Hill requires an encroachment permit whenever work is proposed within the public right-of-way or an easement. Its list of typical work includes building curb, gutter, sidewalk, driveway and roadway pavement. Applications are filed online through the PHill Online Service Center, and the permit then moves into plan review. When the permit is ready to issue, the City sends a notice of the fees due. We factor that permit into the schedule when a job needs one.

Do you take paving jobs in Pleasant Hill?
Yes, Pleasant Hill is in Contra Costa County, and Contra Costa is one of the five counties we work in. We travel from our Petaluma yard, a straight-line distance of about 36 miles. We take driveway jobs and parking lot jobs anywhere in the city. Give us a call to set a time, and the written estimate follows the site visit.
How much does a new asphalt driveway cost in Pleasant Hill?
HomeAdvisor lists $7 to $13 per square foot for a new asphalt driveway, with labor and materials included. For replacing an existing driveway, HomeAdvisor lists $8 to $15 per square foot. These are published ranges, and California prices often run higher. We give you a written estimate once we see the site. For what changes the number, see our asphalt driveway cost guide.
Do I need a City permit to repave a driveway in Pleasant Hill?
Not a building permit, since the City's Building Division says one is not required for ground work such as driveways. Work in the public right-of-way is a separate question, and the City requires an encroachment permit for it. The City's examples include driveway construction and curb and gutter work. Before we quote, we look at whether any of the work reaches the right-of-way.
